Are the new cables connected as shown?

What is the battery pack voltage?

Does solenoid click when you push pedal?

Yes 36 volts batteries are hooked in that order solenoid does not click thinking now it may be bad ignition switch,

Could be, but the F/R microswitch (MS-2), the pedal microswitch (MS-3) and the reed switch (Labeled Ignition Interlock on schematic) are more common failures.

Here is a schematic of a series cart with the solenoid activation circuit highlighted.

Does the solenoid engage when you try to go?

Can you remove the shift linkage and manually shift the F&R with a 9/16 wrench to insure it is going ALL THE WAY into gear?
The rotary cam must go hit the stop to make the contacts.

Swap S1 and S2 at the motor or the 9 and 3 o'clock connections on the F&R
