I would check the brushes in the motor if it is bucking and not getting up to speed under loaded weight could be the brushes are worn.

Just cleaned motor and did new brushes and did nothing,I thought same thing, thanks though, brushes were 125.00 also,I'm at the end.everyone says voltage makes shutter but pack voltage good even under load

Technically is low voltage at the Motor that makes the Motor shutter.

If all your cables and connections are good, then the voltage at the motor and the pack would be about the same, but You should not make that assumption.

Clip You voltmeter to the Motor terminals A1 and S1 and make sure that when under load and 100% throttle, the motor is getting the same voltage You see at the pack.

Just did solonoid output test and got 51 volts, did controller input diode test and got 46volts and controller output test and got 51 volts, tested motor at a1 and s1 and got 51 volts at full throttle, people are telling me because cart runs great on jack stands that motor is good but these tests say I have full volts at motor.took motor apart again and all looks good.crazy confusion, wish I had a known good motor to try

What is a 'Controller Input diode test'?

You missed the most important part of the motor voltage test: 'While under load".

When the motor is "under load" like going up a hill or accelerating, the current flow is very high and any "bad connection" or "corroded wire" will create a large voltage drop.

The procedure I gave you will test 2 of the motor connections for problems: B+ to A1 and M- to S1.

The other potential problem for a voltage drop is the interconnection between the motor coils through the FNR switch, to test that you need to:
Connect the voltmeter on Motor Terminals A2 and S2
You want that voltage to be as close to 0v as possible while the cart is "under load".
