You found Your problem!

Your are loosing most of your voltage in the FNR or cables!

Check the cables and connections from M- to FNR and from FNR to S1.

If You cannot visually see it, you can keep testing until You isolate the problem, measure the voltage while under load on these places:
Controller M- to FNR (Blue wire terminal)
FNR (Blue wire terminal) to FNR (Orange wire terminal)
FNR (Orange wire terminal) to Motor S1
The should all be close to 0v.

I'm thinking it was with the bad meter. Hard to think and drive at the same time.

Controller m- to fnr blue is .5 volts

fnr blue to fnr orange is 1.04 volts

fnr orange to motor s1 is 240 volts,is that possible

all readings are under load
does that mean fnr orange cable bad because it is new but hand made by local cart shop

Unfortunately this changes everything.

The tests we were performing were under the premise the controller output voltage (B+ to M-) was normal.

If the controller input voltage (B+ to B-) is normal and throttle is at 100%, the controller is bad.
