That should do it. What you've already done is enough testing to confirm it. Those coils fire both plugs each time. If even one of them is firing it means you've got the signal from the pulsar, through the module to the ignition coil. Only possibility for one to have spark but not the other is the coil/wire combo, and those are made 1 piece.

Im also having a low power issue. Ordered a new belt. But in the mean time, how far to the top of the driven pulley should the belt be? Even to the top or maybe a 1/4" below?

As the belt wears the change in width will change where it sits on the pulley. That said there are a few things to look for: 1) Does the driven pulley close completely when at rest? If you're still seeing some of the shaft between the plates, it's a problem. 2) Does the drive pulley open enough for the belt to (just barely) rest on the center shaft between those plates? 3) Are there notable ridges worn into those plates, on either clutch? 4) At higher RPM's (can check in neutral) does the belt transition smoothly from low in front, high in rear to high on front, low on rear?
