The voltage from M- to B- is a result of the Controller PWM and I cannot think how the motor could affect the ability of the Controller to bring M- to B-.

The issue to me is in the Controller specially if the throttle signal is not changing.

Maybe someone else has an idea, I cannot think of another one at the moment.

Sounds plausible, but how would the controller know if the cart was moving or not? I can get the same results every time I push the throttle. If I want to go fast, I stop the cart completely, then punch the gas. The problem is I have to let off the throttle eventually to turn, but when I reapply the throttle, while the cart is moving, , it doesn’t have full power anymore. I’m not sure how the controller would know this without getting feedback through the motor being engaged

The dynamics inside the Controller are very different in those scenarios.

When the Controller is at 100% PWM, the M- terminal is directly connected to the B- terminal and current flows uninterrupted through the system.

When the Controller is at less than 100% PWM and the FET that switches M- to B- opens, the current stored in the Motor winding continues to flow through the flywheel circuit from M- to B+

The pre-charge resistor does not look burnt so I don't think it is a Solenoid issue.

I am guessing either the FET or the flywheel circuit is damaged and when the PWM increases gradually it is causing an issue inside the Controller.
