Default 100% power no in between

Hey Guys new to the group and just purchase my first club car it's a 1996 ds 48v. I put new batteries, new battery cables and solenoid in it. The problem I'm having is as you just touch the gas pedal it's all the power no in between meaning I can't creep a long. When I touch the gas it jerks/slams when it goes. Any info would be great the kiddos are so excited.

Is it possible the throttle is reversed? Jack a wheel off the deck.
With the cart in gear, hold the pedal down, turn the key on. Does the wheel turn faster when you let the gas up?

Just tried it. It stays the same speed until it hits the switch. In f/r.

Test the signal from the throttle wires. Could be 0-5000 Ω or 5000-0 depending upon the year or what pot is in it. Then take a good look at the controller and see what it is set for, throttle signal wise.

Does it have a big lever to switch fwd/reverse, or a rocker switch? Does it have a pie shaped thing between the batteries (multi-step-pot) or is the accelerator connected to a 4 x 6" box thing just below the floorboards (CVP)?

It seems to be 0 without pedal and it was jumping from 5 to 7 with the pedal press down all the way. The controller looks pretty basic no adjustment.

Big lever for f/r and the pot is a small box under the floor board.

Well in some cases the CVP "can" be opened/inspected/serviced/repaired if its at fault. See attached. BUT it seems to me in 1996 (assumes your serial number starts with A96 or similar) the POT should be 5K to 0 ohms at full accelerator (or are you talking volts on your "5 to 7" measurement?) There is a kit to replace that CVP at Revolution Golf Cars to a modern MCOR (the CVP is no longer available). Are you measuring ohms? At this point, the controller is still as suspect as the pedal - it might want the reverse of what your pedal is supplying.

At the plug underneath the car I'm getting a reading of 5 on my multimeter with the yellow and purple wire then when you press the pedal down it will show 4.3. I'm I not doing something right? Should I be testing some other wires or spot?
