97 ds regen 1 no go

so if i am understanding correct, z4 should drop to neg on blue/white on solenoid? because that is the solenoid that keeps constant pack voltage with key on at every post, and there is no change with pedal up or down. thanks again in advance

That is correct. On the Regen1 carts the solenoid would close in as soon as you turned on the key for ~2 seconds. The purpose if the Blue wire w/White stripe was to pull low (provide the Neg) to the solenoid small post. It was also used to break the circuit if the cart was not engaged after the timing elapsed.
