Default Testing POT on Zone cart with multimeter

I'm troubleshooting a golf cart that won't go and I'm down to either the accelerator pedal POT or the Curtis 1268 controller. Using the wiring diagram from Curtis, I'm testing for resistance when i move the pedal on pin 13, 14, and 15. (Attached diagram)

When I check with the mulimeter set to Ohms, ignition off, and press the pedal, I show no change at all. Then I noticed when I looked in the pin connector, only 14 appears to be in use. 13 and 15 appear to be empty.

Any assistance or opinion is appreciated. Also alternative suggestions on testing the POT before I change out the controller.

Maybe they count from the other side?
