Default 2012 YDR doesn't slow down

Working on a 2012 Drive with HS gears. Friend asked me to slow it down to 24-25 mph. I let out the 10mm nut on the governor arm to 1/2" from end and kept slack in accelerator and carb linkages but cart still goes 28-30 mph. Any suggestions would be appreciated.

Sounds like the armature bracket has slip up off the governor fork shaft so that its not engaging the governor properly. Can you take a pic of the governor if possible

Governor collar worn, weights slipped past collar. Input shaft will need replaced. Popping weights back in place wil result in governor that works one time. This is all aluminum "Team" axle, correct?

Is it possible cgtech that when the transaxle was dissasembled to install the high speed gears that the person could have removed parts of the governor internally or modded it??

The dealer that the cart was purchased from sells and installs HS gears on approx. 350 new Yamahas per month. We have 65,000+ golf carts here so I trust that the gears were installed correctly. The owner of the cart tightened the governor arm down to increase the speed. If it is the governor shaft I hesitate to get involved in that big a job.

Here is a picture from a member that had a similar problem a few weeks ago on the forums. He took a picture of his governor and we were about to see why his governor wasn't slowing down his cart. In the picture there is an oval shaped hole or D shaped. The governor arm had slid up past the D shape shaft not letting the governor do its job. The end of the shaft should be flush with the governor arm bracket.
