I just removed the rubber cap on the starter. The brushes are fine and are way above the holder. Could it still be solenoid?

The brushes look fine and are well above the holder. Could it still be solenoid? I also cleaned up battery posts and the ground on the starter was only slightly loose where you could move the wire by hand so not sure thats it either.

Ground wire has to be tight and clean, I just had that happen on my lawnmower.

Had a similar problem did a lot of troubleshooting even went as far as changing out the solenoid turn out to be the battery ....something that was over looked the obvious right in front of me
