1995 club Car DS gas only drives if I barely push the pedal

I’ve owned my 1995 club car DS gas (fe290) for about a year now and have always had an issue with the initial cold start regardless of what the temperature is outside.

If I push on the pedal all the way down and the cart idles fine, but will not engage into gear.

If I barely push the pedal (bare minimum to get it to turn over), the cart will start right up and go into drive as it should. It is pretty finicky though and I really barely have to push the pedal for it to work.

It’s almost like the butterfly valve is opening all the way right away when I push the pedal down and allowing too much air/gas to flow into the carb. I have screwed with the throttle cables and carb jets a million times so i really don’t think that has anything to do with it.

The only thing I can think of is to adjust the governor?

Items I have replaced:
New carb - oem
New starter
New fuel lines
New throttle cable
New spark plug
New igniter
New fuel filter
New oil and filter


I have heard of people with a similar issue but have never been able to find an answer that works for me. If you think of anything, please let me know!

To save some typing, try adjusting the throttle setup. It sounds like someone jacked with it trying to make it go faster.

Thanks for reaching out. I have adjusted the throttle setup many times. I have also checked the valves and compression and everything is within spec.

Any other suggestions?

Check the cable that runs from the governor to the carb make sure it moves very very freely with no resistance.

Does the carb begin to move before the microswitches click? What kind of compression do you have?

i have a club car carryall 2 with the same problem. and i promise you it is fuel related.
electric fuel pump fixed mine for about two years then started flooding so a return line seems to have fixed the issue.

I put some gas in a pump oil can so i could spray a little in the throat of the carb and it will catch up and run for a little while until the bowl runs out. look at the fuel delivery

Thanks for reaching out. I have a brand new fuel pump on it too and it seems to be pumping correctly. (I have another ds that runs fine that I compared it to)

Compression - 150

And no, the carb does not move before the micro switches kick in.
