OK. I'm not very smart about this. I did the test without doing anything to the middle terminal of the voltage regulator. It was bolted to the plastic fender and I was nervous about shorting it across to the right hand terminal (with a screwdriver), which I assumed to be ground (black wire)& risking it being the wrong one & frying the regulator if it was good. I did the test just across the battery terminals and revved it up- revved about 1/2- was around 14 and revved clear up was 15.5. I only had a screwdriver and a voltage tester with me, with prongs and not clamps, so I ran out of hands. Should I still suspect the battery or do more testing? The cart will run 10 or 12 rounds on a pretty flat golf course before it won't kick the cart over. It's a G1 2 cycle gas cart. Mike

Your charging syst. is working (almost too well)so I agree the battery is bad. Replace the battery and re-test the voltage at rpm. If you still see15.5 volts that is a bit excessive and could lead to early battery failure.

Isn't there a way to turn down the rate of charge on the voltage regulator?? Mike

Yes, if it's a true Hitatchi voltage regulator. You can take off the cap and there is a screw and jam nut that you can adjust in and out to set the charge rate. But I don't understand why, you posted charging at 15.5 volts, thats in spec, if was higher, then adjust.

Do I screw it in to up the charge rate & out to reduce it, or vice versa ??? Mike

STOP. Before you do anything else, replace your battery or at least have your old one tested to confirm it is bad. The slightly high charging system output could be due to your battery having a bad cell. The VR will read low voltage and try to (over)charge the supposedly weak battery. Do not monkey with the VR until you fix the root problem. Retest your charging system with a proven good battery and go from there.
