The description you are giving makes me
think you are looking at the pilot jet.
It meters air down into the carb that then
bubbles up with gas during low vacuum conditions.
this is a simple drawing. you may want to pull the jet
and clean the passages.

Thanks dooms.I took it out and cleaned it.Today when I was running it,I was making small adjustments then running it.When I rasied the cover I saw the proof.White smoke rising slowly from behind the pulley.Guess I'll be ordering crankshaft seals.Oh boy!

Starting taken a few items off to get ready to replace the crankshaft seals.First.The local cart support in my area stinks. There is really one decent place close to me,and they told me I'd have seals in two days.Going on 4 days... nothing. What sucks is I coulda got 'em off ebay cheaper.Oh well, ain't paid for 'em yet,so ebay it is.Next.I guess alot of folks must retire in my area cause carts are high! It's also very hard to find one that "needs work."Any way,I shoulda took some pics for you guy's cause when I pulled the fan cover off.Wow!Not only did I find about 1/4 thick of greasy gunk, but the cooling fins of the head were half clogged with mud and hay. This cart is destined to be a parade ride for our local animal shelter mascot. With our first parade a month away,I gotta hustle!I've been trying to find instructions for pulling the clutch side off for seals.Got the gas tank off already. One link I found on here had great pics/details for the fan side, but the clutch side wouldn't download. Thanks for all of the help! You guys are the best!
