Default Yamaha Gas Starting Issues - Weak Spark?

I'm a bit puzzled at the moment. I have a Yamaha G16 gas cart that wont start. It turns over well and it has a fresh battery and appears to be getting a healthy spark. When I put a spark tester on the plug it appears fine and when I lay the plug again the motor and turn it I also get a spark. It's a new spark plug and a new carb. Fuel pump is pumping well and I can smell fuel when turning it over but it wont fire strong. I've taken the plug out and blown it off with air and blown out the combustion chamber with air and each time it makes no difference. It doesn't even cough. When I try using starting fluid - same thing - no cough or pop or backfire or anything. If it was a fuel issue I would expect it to respond to starting fluid. If I keep turning it over it starts turning a little faster like it's barely firing but not enough to make it run. The engine will warm a little and the muffler will warm a little but wont run. At first I thought maybe it was a weak spark - so I've ordered a new ignitor but now I'm questioning that. I'm wondering if I have a compression issue. I haven't put a compression testor on but when I take my spark plug out and put my hand over the hole it seems to be creating good compression.

No fire on starting fluid is either low compression, no apart, or flooded.

Did you adjust your valves?

Check throttle cable, verify carb is opening when pedal is pressed.
