Default 1999 Club Car DS engine issue

When I reach full speed on my 1999 Club Car DS, it slows down, then speeds back up, and slows down again. It keeps doing this. Is it the governor kicking in? Should it be more smooth?

The governor will "gently" slow the cart down when on a slight down hill decent,
IF the engine shuts down, and starts back up... It will be the rev limiter doing its job! (which isn't very good for your engine!)

It's hitting the rev limiter which means either the governor isn't adjusted right or the clutch isn't working properly.

How can I fix or adjust to stop this from happening? This happens at around 15mph.

You can either readjust your governor back to factory spec, (which will slow you down to about 13 mph)
OR... disconnect the ground wire on your rev limiter and risk blowing your engine from over-reving depending how the governor was adjusted.

You should be reaching speeds of more than 15 miles per hour before the RPM limiter kills the spark to the spark plug. If your clutch is worn out and not getting full engagement, this will result in higher RPM and lower speeds. Watch your drive clutch (The one on the engine) and see if the belt goes all the way up to the edge of the clutch when you rev your engine. If it's only climbing partially up the clutch, the clutch needs to be replaced. 101833902 is the part number for the OEM clutch. 101833904 will give you slightly more torque.

Yep, about 75% engagement. It's not climbing to the top. The clutch is worn out, and I can hear your swiss cheese muffler leaking too.

Thanks. So a new clutch is the best option? I'm working on getting a new muffler.
