Batteries MUST be tested under load, static voltages are meaningless. Usually the best way to test the batteries is to measure the voltage while you are attempting to drive the cart but some controllers are smart enough to sense the undervoltage condition and shut down instantly so the undervoltage condition isn't present long enough for you to measure it. If your controller is sensing a fault and shutting down, you will need to reset the controller by going to TOW for a minute and then back to RUN. Try the following procedure:

1. Key ON, cart in FWD
2 Cycle the TOW/RUN to TOW, wait a minute then back to RUN.
3. Listen for the solenoid to click ON then back OFF after a short delay.
4. Step on the throttle. You should hear the solenoid click ON
5. Release the throttle and wait to hear if the solenoid clicks OFF
6. Did the solenoid click OFF?
7. If so, can you repeat steps 4 and 5 and hear the solenoid click ON/OF
each time?
8. If the ON/OFF cycle does not repeat, the controller has sensed a fault
condition and shut down.
9. The only way to get the solenoid to operate again is to reset TOW/RUN.

Try these steps and report the result. Also, if you can get a load tester try testing the batteries under load.

To back up a bit: You said you now have the 4 volts at pin 9, still nothing on pin7? That would suggest a throttle pot issue, right. You show the 4 volts from the controller out to the throttle pot, but no return signal voltage.

3.36 volts at #9 and #7 climbs to 3.36 as I puch the pedal down. I did check batteries under load had over 50 volts. solenoid clicks turning from tow to run clicks again in couple seconds, solenoid clicks when I turn key on also.

So you are saying that each time you step on the pedal you hear the solenoid click on but the cart makes no attempt to move and when you release the pedal you hear the solenoid click off and you can do this repeatedly without having to reset the controller? Have you tried this procedure with the wheels off the ground?

yes that is correct and yes back wheels on the ground and back wheels off the ground. Everything works exactly like it did when it was running except now it won't move.
