Question Dc reducer issues

Hey everyone, I got me a Dc reducer from carts unlimited and installed it this morning... Got her all wired up except the 48v pack -. With the key off I touched the connector to the pack - and got a abnormal spark. Ok... I double check everything and all looks good. The reducer is wired per included instructions.

Yellow wire: Pack +
blue wire : pack -
tan wire : trigger wire/ key switch out
red wire : fuse block
black wire : - buss

My v meter shows pack voltage between blue wire and - buss bar???
I disconnect all accessories from - buss bar and fuse block and same thing??
I disconnect fuse block, trigger wire, - buss bar leaving only the yellow wire connected to the pack +. I measure between pack + and blue wire and I still show pack voltage. The question is...Is the reducer internally shorted, wired wrong or just plain defective?

The DC reducer will draw spark when it is initially connected. To avoid the spark hold a 470 ohm resistor between the DC - cable and the main battery - for several minutes prior to connecting.

Default Dc reducer issues

I’m not quite following. Do you get 12v at fuse block?
A picture wouldn’t hurt either.
