You have a Series cart. Since the solenoid is clicking, the Reed switch is OK. I suggest you jack up the cart, put the rear on stands, and use a 6g or larger cable installed across the large posts of the solenoid and try the cart. If the motor works, the solenoid is bad. Just because a solenoid clicks, doesn't mean it's operating correctly.

Ok, I have tested the solenoid, it's good, it clicks, but the motor still will not turn. What is the next step I should take? In my mind I am thinking it can only be two other things, the controller or the motor. What to do.....what to do....

is there any way to make sure that it is the controller and not the motor at this point?

Rarely is it the motor...... Mark and disconnect all motor cables before testing & check for a short = unwanted continuity between any A terminal and any S or F terminal on the motor.
