O.K... Straight up...

Your Jet(s) will not come with the Main nozzle (#6, the part that is missing)
You'll have to order it seperately, either from a CC dealer, or Tom at Carts Parts Plus.

The only part number I have is for a 2007 FE290 carb, and the heck if I know it's the same as your 94,
It's just something you'll have to ask about!

Main Nozzle, 2007 FE290 CC part # is 101973201

I may have screwed up but this is what I ordered.

LVCC3JETS -

Carburetor Jets for 1991 OHV to 2000 OHV Club Car 9 HP
MORE POWER and SPEED FOR YOUR GASOLINE GOLF CART

The picture looked like it had the missing part but I may be wrong.

I should have just ordered the carb!

I got the parts. I replaced the two jets and added the missing one.

Runs better, had to.....

Still hesitates when pressing the pedal. Takes 10-20 seconds of pressing the pedal before it slowly starts running then goes up to full speed.(when I say running I mean on the engine not the starter, the starter has not failed since I changed the brushes).

At least is starts everytime now, would not before.

It gets better when warm.

Choke does not help. But entire air system is sealed perfectly.

I assume it is still the carb but not sure what to adjuts. The idle screw is out 1 1/2 turns. I guess I will play with that this afternoon.

Maybe the carb is just bad, even though there is no obvious play, maybe it is worn out.

Maybe the fuel pump, not sure if that would cause the symptoms.

Once it starts it runs fine. But each time it takes a while to start up.

I appreciate all the help so far!

When you press the choke, can you hear it sucking harder? Just wanted to make sure it is actually closing off the intake and boosting the vacuum so that it draws more gas in through the carb.
When it is cold, and after cranking with the choke pressed, but before it takes off, stop cranking and pull the plug, see if it is wet. If you choke it for that long and it has not started, the plug should be wet, the choke should create a great vacuum and suck the gas through the carb regardless of the jetting if the choke is closing up tight. What happens if you hand choke it at the carb? (just cover the intake with your palm)

Not to go in an entirely different direction, but, have you checked the compression? Low compression starts hard too...

Most people don't understand the "1-1/2" turns out is just a starting point where most engines will start. The carb still needs to be fine tuned to get it adjusted properly.
Start at 1.5 out and in maintenance mode open it up in 1/4 turn increments until you have it starting correctly.
Keep in mind this is still a "no load" adjustment so you might have to go a little more once you get on it and the motor is pulling any weight.
If you can't get it right by 3 or 4 turns out the carb needs to come back off and the low speed circuit needs to be cleaned.
Might need to get a gallon of the carb cleaner and soak it.
