Batteries will not charge

I dont want to check individual batteries. I want to see what voltage the charger is seeing when it is plugged into the cart charge receptacle.

The charger must see a minimum 24v to turn on. You really should stop running it down any further until you can assess the amount of drain already put on the new batteries. Permanent damage can be done which will limit how strong the batteries ever become if they are deeply discharged especially during the break in period. Enough said
