I believe that is the stop for the throttle. It will either let the throttle close all the way when the peddle is release or when screwed down it keeps the throttle from closing all the way.

yeah i was wondering what the optimum setting would be because other than dripping gas runs fine.

Just sayin, that screw shouldnt affect a gas drip at all. If its drippin gas, it must be comin from the bowl.

Screwing that screw down to hold the throttle open will cause backfires when you push the pedal after coasting down a hill.
The optimum adjustment is back it out and let the throttle butterfly close in the carb then screw in until it just touches it.

And yes, if you have carb dripping you need to clean the carb and inspect the needle and seat.
If you find trash/water in your carb also ckeck and clean your fuel tank or you will be doing it again.
