Default cam timing g28a umax II

I have a G28a u-max II 2007 compression is only 40 psi with throttle open. wet or dry I took motor down expecting burnt valves, theya are fine. my question is the cam timing marks do not line up, the counterbalancer marks do. i dont know if im looking at the right marks. It seens very straight forward and clear looking at the marks they just dont line up. a picture is worth a 1000 words, or can someone tell me what is supposed to line up. thanks
