coasting
Is it hard on a cart if going down hill without holding on the gas (you just coast) Because it does make a whining sound, is that bad?

Whining is gearing and not bad as long as the throttle is shut so no fuel is getting past carb or you will get backfires on restarts. Not good for seals.

In general long coasting is bad for 2 cycle engines since the oil is mixed with the gas. So if the wheels are back driving the motor for long periods of time the engine could become oil starved.
