Why is there no compression unless

I took the engine out yesterday and checked the timing marks on the cam, crank and balancer shaft. They are correct. I tried to readjust the valves with no improvement. If the rocker arm even touches the intake valve- compression comes out. There is about 165lbs if I dont set the intake vave. With the intake valve set I have none. With the cart in forward, rotate the driven clutch by hand the same direction (CCW), does the cart move forward?

I got it running last night finally. The cam gear had rotated about a quarter turn on the cam. There is a small button type stud that holds the gear in place.It messed up the gear but I had a spare. Not sure if it was something I possibly did or the shop that rebuilt it. I learned a heck of alot from tearing through it. I appreciate everyones imput and assistance during a very frustrating time. As I begin the next phase on my ezgo limo, I look forward to hopefully helping others BGW. Thanks for the help! Tommy
