UPDATE: Thanks everyone for the help. I have replaced one battery, now have good battery pack voltage. I have ohm the brake, motor, solenoid, ignition switch, run plug, charging port, and resistor according to the trouble shooting guide (all Good). I have neutralized all acid residue on the cart and have inspected harness. I did not find any harness insulation problems. Without a diagnostic tool to get trouble codes, I do not know what to look at next. Any suggestions will be greatly appreciated.

P.S. finding someone local to do repairs/diagnostic has been very difficult, they want a blank check.

If you haven't already tried pull back on the pedals while turning the key. If their not all the way back it won't pass the start up test.
Have you used the guide and meter to test the gadgets under the floor matt for the throttle e brake? Good luck to you.

Place the run/tow switch in run. Place your meter leads in the brake plug at the brake and let us know what the voltage is with the key in forward with the accelerator pedal pushed down. The negative for the brake comes from the controller and you will not get a correct voltage reading using the battery pack negative. Both meter leads need to be in the plug.

Ok, now keep the black probe in the black&white wire on the brake plug and move the red probe to pack positive and do the same test. With any luck you won't have 48 volts.

After that test move the red probe to the white wire on the brake plug and move the black probe to pack negative.

Cartdoc what does this mean?
Black probe on black & white wire red probe pack positive = .3v
Red probe to grey wire black probe pack negative = 48.9v
both test in run position forward.

Ok so we know the connections are good through the brake switch and wires. It should have pack voltage on the grey wire when the cart is on. The controller switches the ground on the black wire to engage the brake, your controller isn't doing that. So we need to figure out what is not passing on the startup test.

On the controller plug, check voltage on pins 3 (orange) and pin 4 (black) with the key on in any position other than off. Tow switch in run. Should be 5 VDC.

Ok unplugged controller connect and no volts on orange 3 or black 4

The controller has to be plugged in for that test. We need to make sure the 5 bolt supply in the controller is good. Be careful taking the readings, you want to make sure you don't short the leads together.
