Testing a Control Box

I'm wondering if anyone has ever bench tested a speed control box. I know there are companys out there that rebuild these things so there must be some sort of test procedure that can be done with a DVOM and power supply.

Maybe testing requires specialized test equipment that the normal shmo would not have, but I thought I'd throw it out there and see if there are any thoughts. Before dropping a few hundred bucks on a new one, I'd like to make sure that the contoller is in fact bad.

Much easier to test it in the cart. Basically you need supply 36v (or rated input) power to test output.
