98 carryall won't turn over. solenoid clicks but no go?

I meant to say starter won't turn over. can you test the starter by hooking up to the battery with jumper cables?

The larger gauge white wire at the starter generator should be 12 volt+. The ground lead runs from the end cap of the unit up to the frame rail above the starter generator.

Thanks for the reply. I removed the starter and field tested it with a good battery and found that the starter was running CCW. I reversed the F1 to A1 from the A2 and now the starter is running clockwise. This is strange because the cart has been running with the Starter CCW for about a year. Does this mean the engine has been running backwards also? And if so could it have caused any damage to the engine?
