Default G16 valve questions

I have a G16 went to check valve adjustment and exhaust valve was way off. Adjusted to spec and adjuster screw turn to almost end of threads. So I thought I may have a pushrod or lifter problem. Pulled the head. Notices when valves installed exhaust valve top of valve is definately lower. Are the valve supposed to be the same length. Took them out and set them next to each other exhaust valve is defiantly shorter. Hope this makes sense. Thanks for the help
