Default 36 volt star, no go

I just put new rims and tires on my cart, was driving less then 1/8 of a mile from the house the cart, slowed to a complete stop. Now it won’t go, I checked the battery I have 38 volts, full charge, you put it in reverse and it beeps, well I pulled the cover off the controller and I have a 1 solid light and 3 quick flashlight on a Curtis controller

Too much air in the tires will do that.

I am new to the star golf cart. I disconnected the batteries and cycled the key switch numerous times, I can’t get it to reset. I wonder if it hurt something

Check all your wiring closely. Star and Fairplay help is pretty hard to get sometimes. I don't know anything about that controller. You may want to start another thread with controller model etc.

13 is a speed sensor fault, but chances are better its a motor issue of some sort. That's where I would start

Check the connector to the speed sensor. I have seen people talk about corrosion causing that type of problem.
