Is it out of the cart? If so, look inside the exhaust and intake ports to see if you can see any damage to the piston/rings. Is the clutch still on it for leverage to help turn it?

clutch is still on it, I cant really see anything damage wise. Yes out of cart...

Is it rusted at all, or really dry inside? How long has it been sitting?

If you have some PB blaster, spray a bunch into the spark plug hole. You can use diesel fuel or kerosene too if you have it. Let it sit a while and see if it will break free. Maybe take the head off and take a look inside the jug.

Kerosene or diesel. Don't use WD-40.
You can try to turn it right away. If it doesn't turn, let it sit overnight and try again. |

You're not trying to fill the cylinder, just trying to drench it. Is the piston down far enough that you can see inside the jug?
