accelaration and back firing

We have a 02 club car DS with a Fe 290 gas engine. it started out when the engine got hot it would loss power and sputter. we would stop and wait a few minutes and it would start back up and go until it got hot again. we took to get worked on. They cked compression, spark plug, has new coil and new carb. Now after 2 people working on it. When pedel is pushed down it will not turn over, you have to feather the pedel, several times, the choke does nothing, finally it will start but it spudders and looses power, then will spudder some more. after it warms up it will run but with a lots of sputtering. If you stop and try to start again it will more than likely not start and just set and turn over but go nowhere. Can anyone help. It seams the professionals do not know what they are doing..We have taken the air hose off to see if there was something clogged up it did not help.
