Default 2004 Non DCS will not move

My brother has a 2004 Non DCS that will not move. Good voltage on batteries. Solenoid working fine, letting current through and getting voltage thru F/R switch to motor. Could a bad ITS sensor be causing this and how can you test it? Any info would be great!

Have you checked all your connections on the F/R switch?

"Solenoid working fine" meaning what? It clicks? Have you tried to 'jump' the solenoid? FYI - Just because one clicks doesn't mean it's fully engaging. Check your motor wires, too - make sure a connection didn't burn off...

MMT, I have tried jumping solenoid and checked all connections. Could it be just a bad controller?

Yes, I'm pretty sure the controller is the last link in the high-current chain.
