I would attach a 12 volt light bulb temporarily to the power wire going from the ignition switch to the coil and the other wire from the light bulb to a chassis ground connection. Then locate the bulb where you can see it when the engine is running and you are driving the cart. If the light bulb flickers when the motor backfires, the key switch or an electrical connection in the circuit is making intermittent connection. This will also likely be the reason why it is hard to start. as in "it won't start, until the circuit vibrates together allowing the engine starts, but is open when the engine is refusing to start. A coasting engine will pump un-burned fuel into the exhaust system when the ignition is off briefly, and will light when the ignition returns, causing the backfire. The problem is quite likely a defective ignition or key switch. A very lean carburetor mixture can also cause backfire, but my first guess would be intermittent ignition.
