You are still not quite there. The correct length of belt for your cart is 45 inches. If you are running a belt of 45 1/2 inches, therein lies your problem. 45 1/2 will slip and give you the symptoms you are experiencing.

The dayco hp 3004 is 44 1/8 will this belt will do the trick?
128:1 is this 1oz per gal on the second tank?

Ordered my belt on friday. I need te replace my tie rod ends . On each tie rod there is two ends. does each rod have a left and a right hand thread? went to order the ends and found there is a left and right hand thread. The two that need replaced the worst are the ones that connect to the passenger side wheel (right).
Tried to remove to see what threads I needed but was afraid to proceed due to the fact I think they will break and I will have to let the cart sit till I get the new parts. This cart has become very important to me for getting around the farm.

Thanks Dave for the help with the belt. Put it on today and am climbing all the hills on the farm with no problem. put a 44inch1/8 belt on WOW what a difference.
