Default 1998 Club Car DS Governor/throttle questions

Trying to fix my friends club car. When he bought it the governor seemed to be turned up pretty high. After messing with it for a few hours, no matter what I adjust it doesn't seem to run any different. It just continues to bounce off the rev limiter. I tried to "reset" the governor by loosening the sinch nut and turning the shaft counterclock wise and tightening while holding the throttle wide open. Is there something I'm missing? Also the linkage attached to the governor shaft seems very tight. (The linkage on my 06 seems to be able to swivel much much easier) Another issue I can't seem to solve is there is cable slack in the "little black box" when the pedal is depressed. I feel like I'm just overlooking somehting

sure sounds like the its been adjust for to long and stretched the cables enough to eliminate the governer operation. either lube up the cable to the rear and work it out or replace it

I'm leaning more towards the cables being stretched....I already tried to reset the governor Jimmie. All the way counterclockwise.
