That is most likely your problem, and usually the final outcome when someones taps a single battery for accessories.

If You can clamp your meter to that battery, try to drive the cart and see how low it goes.

Make sure the water on that battery is above the plates and charge it with a 12v car charger, but if it was tapped for accessories for a long time, it may not come back.

I'm confused, there are no accessories being run on the car. I'll check the water level, but the car won't move at all so I can't test drive it. So I should charge that one low battery with a regular charger?

yes you can charge it up with a 6/12v charger

Yes, try to charge after you check the water.

Some folks tap that first battery for lights and in the long run it causes it to degrade.

I know the cart will not move, but if you try, the voltage will probably go down to 0v on that battery if it has a bad cell.

How old are the batteries?

It only takes one open cell to get the meter to read 0v, weak cells will show low voltage.

I just bought the cart and all the previous owner said was that he had it for two years and didn't know how old the batteries were. I ordered a battery load tester that should be here tomorrow, I'll hook it up and see what happens when I try to move the cart. Is it bad to replace just one battery vs all of them?

Would one bad battery cause the cart to not move at ALL? I would think that it would still move but would just be down on power, but obviously I don't know much about these things.

Can you see any date codes like E2 on the batteries?

What kind are they?

A bad cell will display very high resistance as soon as a load is placed on the battery preventing any current to flow in the entire pack.

if one is bad they all may be on their last leg
your tester will tell you
i have seen a cart move with 32v but not far
look on the negative post on batteries the date code may be stamped in the lead
