Default 2001 ezgo txt will click but not run

I just bought a ezgo txt. It did not run when i got it and the batteries were dead. I charged the batteries and the charger did not shut off. when i checked with a volt meter it said i had 70 voltz off the batteries. when i hit the gas pedal the solenoid clicks but it will not move. i checked the voltage on the engine with the pedal pressed and i get 13 voltz off of a2 and s2. i have cleaned all off the connectors and tried wiggling the shifter and i get nothing. can some one please help

i just noticed on a2 and s2 if i take the wires off i have 60 voltz running to the motor as soon as i put the wires on the motor i get 1 volt. could the motor be fried

First of all, a 70V reading across the battery pack is waving all sorts of red flags.

A stock 2001 TXT had a 36V battery pack and the most common modified battery pack voltage is 48V, so 70V is way out in left field, even if the batteries were on charge at the the the voltage was measured.

Some voltmeters will give abnormally high readings when the voltmeter's internal battery is low, so replace the battery in your voltmeter before using it again.

How many batteries in your cart?
How many cells in each battery?

A 6V battery has 3 cells, 8V batteries have 4 cells and 12V batteries have 6 cells.

A 36V battery pack typically has six 6V batteries.
A 48V battery pack usually has six 8V batteries or eight 6V batteries.

To troubleshoot the cart, we need to know which drive system it has, PDS or Series.
Is the F/R control on the dash (PDS), or by your right knee?

The easiest way to determine how many cells your battery has is to count the fill holes.

It is a 36 volt with 6 batteries 3 holes per battery and the shifter is by my knee

You've got a Series cart (Series wound motor)

Something is wrong with the voltage reading.

A fully charged 36V battery pack should read about 38.2V about 12 hours after the charge shuts off automatically.

Even on charge, the voltage only gets into the mid-40V range.

Measure the voltage of a AA battery to verify your voltmeter is working right. It should read about 1.5V.

What is the battery pack voltage?
What is the voltage of each of the six batteries?

Which 36V charger are you using?

If the solenoid is clicking when the pedal is pushed, the problem in in the high current circuit, but let's establish that you have a working voltmeter and find out what condition the batteries are in first.

i did a motor test on the motor i took the motor out and it would not spin it is making a noise near the brushes and there is a little play between the magnets and the shaft

26 volts is probably too low to turn on an automatic 36V golf cart battery charger.

What is the battery pack voltage 15 minutes after charger is connected?
