Default Marathon Drive Clutch

So I had to replace the timing belt on my robin 295 and now it seems to over rev and only move about 10mph. I did hold the drive clutch with a strap wrench which wound up putting a dent in the cover and now I hear something loose inside the cover. How far inward should the inner sheave move? Should it touch the other side? It seems impossible to close completely because it's a tapered shaft.

Is there any kind of clutch test to see if it is the drive or driven clutch? This thing is killing me. How much should the driven clutch open and the drive clutch close?

So if anyone is wondering, the drive clutch should close completely without the drive belt. In my case the drive clutch is so stuck on the drive shaft that when I tried to pull it with the 3/4 bolt and rod that I actually bubbled the shaft. The outer plate on the clutch would get stuck on the bubble. I took some 80 grit sand paper and a pair of pliers and put the pedal to the floor. I came back with some emery cloth and now we are back up and running.
