The yellow wire which I assume is my 48- is connect to what appears to be some type of ground with a green wire as well. It's next to my solenoid

Sounds to me like it may be hooked to frame ground. Not good. Make sure all negative wires are to battery negative or B- at the controller.

The yellow wire should be connected to B- on your controller.
If all was working as it should when they got the cart back and later the lights went out, that's when something shorted and caused converter fuse to blow.
Track down your ground wire, somewhere it is either chafed and grounding, which is not common, more likely you have a loose wire at a terminal that is shorting to another terminal.
Check your controller connections.
I have no wiring diagram. The best I can do is help by logic.

Okay so leave the Blue aka wire that has the fuse connected to the battery side of the solenoid and check my controller and ground wires. Thank y'all

I traced everything today, my -B wire (yellow) is going to a grounding block with a few of their wires and has a ground wire connected from that to my -B on the controller. Then my 12v ground is grounded in the front of the battery box. The Blue Wire with the fuse is connected to my selenoid battery side. My cart is in tow mode and as soon as the fuse is inserted it sparks. I've made sure everything's connected right and not loose. Should I just connect everything strait to the -B and then to my battery?

Voltage reducers will spark when first hooked up to batteries. That is normal. Does it still blow the fuse with no load connected to it?

Since You have an isolated type converter, make sure that the 12v negative wire does not connect to the cart negative system.

You also have to make sure no 12v accessory is using the cart negative system.

On the load part the only thing I had connected coming from the converter (D.C. -D.C.) was the white wire which goes to my ignition and it blew a 10 and 15 amp fuse with it in run mode with the key off.
