my cart had been sitting out doors for I don't know how long with a blown up engine. so it was just froze up like every other thing on the cart. freed its self up after some use.

Sounds like you need to remove the governor completely and hook the throttle to the carburetor. That'd be the the best way to keep your 25 mph speed. Do you have a tachometer?

I don’t but I can

And I like the idea of that.

Just now I pulled it off the trailer at the inlaws land, and it took off....great response. Then 5min later very sluggish.
