I want to say no the guy fixed the motor portion said he bypassed it to get more speed out of it. Didn’t seem to give me much more anyways.

I see this problem was before the new pump. I'll have to think about it. No telling what his rebuild skills were.

Thanks it’s like it’s starving it’s self from not getting enough fuel back it off a little and it runs better. This is not a screaming machine by any way shape or form. I thought it would be faster. Maybe I’ll put the governor back in place and see what happens. Thanks for all your help you have a tremendous amount of knowledge that I’m lacking and I appreciate all your help !!!!!

The governor is not worth the trouble.
Removing it should take the cart from 12 mph to around 18 mph.
Show us some pictures of your carburetor area. I would like to see how the throttle cable is hooked up.

I keep forgetting that this is a 3-pg. I am not familiar with exactly how the throttle linkages are supposed to connect. You will need somebody with 3-pg experience to help you with that.

Now, having said that, I'm thinking that your throttle cable should be hooked to the end of the carburetor lever.

Your governor linkage is missing, so it will be different from this video. Take a look at his throttle. Ignore the part about replacing reed valves. https://www.youtube.com/watch?v=mJ5ZjCTVQKU

The mixture screw doesn't look right.
I cant post a picture pointing int out to you I'm still to new here but hopefully somebody else can help with that.

May need to set it
