Default 15/1 gearset or 28°clutch kit? 2001 txt/workhorse

2001 workhorse I use for hauling and pulling trailers. Runs very nice, but I don't have enough power from a stop to get the heavier trailers up some moderate hills. Engine revs from a stop, but soon as you get going, it pulls the rpms down to just above idle, not enough revs to get into the power.

Don't need speed, 10mph is plenty. I'm finding a 15/1 gearset, or a 28 degree clutch seems to be the answer. What do you guys suggest?

both good options I'd personally just do the 28 clutch and if you still need more do the gear set

A clutch is a lot easier to replace than tearing down the rear end and replacing the gear set.

I think the work horse come with lower gears then the other carts.

Or maybe a larger driven clutch, that would effectively give it a lower gear now that I think back.

Thanks, I'll measure the driven and compare to stock clutch, and see about a 28 degree
