Default G16 won’t go in gear when idling

I have a 1999 G16 that’s has been stretched. It has a Honda Gx 690 engine. The problem I’m having is the driven clutch won’t stop turning at idle and I can’t shift gears. Belt is slack, but drive clutch engages at very low idle. Clutch seems to be to free. Does the drive clutch supposed to have a spring in it?

Have a helper shift from forward to reverse and back again several times and you watch the cables at the "lever" on the tranny. Do both the cables move the lever equally? If you have 1 cable that is partially not working correctly, it can not shift, because it is a "push/pull" system.

Also, if it's idling to fast it won't shift into gear. Your idle speed needs to be 1200 rpm or less.
