Default G1 not charging...gotta pick your brains

I recently picked up a G1 (havent checked the serial number for year yet). It is a neat little cart that will receive fairly limited use in campgrounds when I attend rallies.

Please understand that I am not a mechanic by any means but am not afraid to try. That said, I am not sure where to start looking.

I pulled the drive belt off and put a meter on the battery. Starting and revving the motor, the meter consistently showed less than 13 volts. Reading here on the site, it looks like this should be around 14 volts.

Can the starter generator be tested at an automotive parts place to see if it is any good? Are there other components I should be checking? My immediate plans are to remove all the wires and clean the contact points.

To add to my problem, it looks like some of the wiring has been cobbled up. Thats just one of the things I still need to clean up. The cart runs great, I just need to figure out this charging problem.

Thank you Sir! Will the ohm test tell me if the charging portion is working? I am working all weekend so Im not sure if I will get a chance to work on it till next weekend.
