Can it be moved while in Tow Mode? If it is locked up the only fix is to replace the brake. You can try to remove it and if the pad is in good shape clean and reinstall, but be prepared for it to go out soon.

Dumb question, but, is the jumper plug on the bottom of dash? Under cupholders.

When you get cart try to move it in tow mode make sure key is in N. If it still don't move remove brake and check like I said before.

It's a diagnostic plug.

Sure it is, when the handheld programmer is plugged in. I use both (curits & danaher) on a daily basis. without the loopback plug plugged in (or a programmer), the cart will energize but the brake will not release and allow the cart to move.
