Ok my voltage isn't dropping so I checked across m- and the blue wire and read 0. So am I not getting power to my controller?

You should be measuring from B- to the blue wire.

I said move the test probe from M- to the blue wire, so it was easy to misread. Sorry.

Ok sorry about that. Reading between the blue and b- I'm reading 38 volts

FWIW: The control element in the controller (about a dozen MOSFETs connected in parallel) is located between the B- and M- terminals.

The output to the motor is PWM (Pules Width Modulated) DC whose duty-cycle varies from 0% to 100% as directed by the throttle signal.

When the duty cycle is 0%, the control element is effectively an open, so you measure the full pack voltage across it if the high current circuit is intact.

When the duty cycle is 100%, the control element is effectively a short, so you measure zero volts across it unless there is a current flowing through the high current loop. (The MOSFETs drop about 0.05V to 0.10V per 100A of current flow through them, so the voltage in a working system will be slightly more than Zero)

Okay. The controller ought to be powered up, so the controller is bad or the throttle signal to the controller is bad.

How do I check the throttle signal. Is that the black and white wires?

Yes.

You said you got 5000Ω between them earlier. Did it vary from about 0Ω with the pedal up to about 5000Ω with pedal down?
