Yeah, the soc % threw me as well. If you get super ambitious and want to learn all you can, and more, regarding batteries, just read posts from johnnieb.

I didn't notice at first that you had posted the model number of the controller. The guys that can really help you will recognize it by the model. Hopefully one of them will be along soon.

36 volts is pretty much dead. A fully charged 6 volt battery reads 6.37. You cannot consider 6 volts full and 0 volts empty. Your controller may have a low voltage shut off. Also, the second the solenoid clicks and tries to do work - spin the motor or turn on headlights, the voltage drops. Try measuring the voltage with the cart on jack stands and see what the pack voltage drops to.

The manual is here and that is a programmable little sucker.. http://www.fsip.biz/Documents/ACFxQxH0O.pdf A lot of the PDS type diagnostics won't help much. Really need a hand held or build yourself a programmer cable..

Here are some pics (hopefully). I need to get this thing going.

I don't have a pic of the cover that goes over the controller, but it does have a hole right where I've seen the run/maintenance switch on other but there's no switch in mine and they sealed up the hole.

I know I need to get new batteries, but I'm leary of doing that until I sort out some of these other issues.

This is all Greek to me. If this thing needs all of this programming then maybe I need to go a different route. I don't have any desire to learn how to do all of this, I have too many hobbies already.

Well that one is not a 1268 so not sure of its capabilities but, it looks melted. Is the case that deformed?

Yes it is, but that is the old one. I already replaced it with an identical unit and it still didn't work. Granted I haven't replaced the batteries yet, but I did try it on 3 known good 12v batteries as mentioned earlier in this thread.

What is a 1268? Is that the controller a cart this age should have?

EDIT: I see the 1268 is a sepex controller which is what mine is.

I may just have to take it somewhere local for diagnosis since it seems to be more issues than what can be sorted out here.
