I did the above suggestions. Still nothing I get 51v+ at the pack, and all 4 large solenoid terminals. Here are some pictures for visual aid.

It has little to do with driving the cart - it controls something called dynamic braking. It can't prevent the cart from moving forward (although it CAN make it slow - but not fail to go).

There are two issues - first - the "timer" circuit in the controller seems not to be working, and second, depressing the pedal does not close the second solenoid (it probably isn't applying power to it) which is ALSO a controller function.

When you were searching the term Regen-1 - did you find the thread that gives you a download link to the maintenance manual? If so - you'll need that (sec 21-B I think) to sequentially run the series of tests to prove or disprove the failure of your controller.

I have not found that link.

I also don't get that solenoid click when depressing the peddle. I can totally understand what your saying, but I'm getting conflicting information. I called a club car shop and the tech said I need to replace it. Please forward that link And I'll test all possibilities.

You might need one - but it's not the cause of your troubles. The manual link is HERE.

Also - here's a thread where someone replaced their Black / GE controller with a "compatible" replacement. The Black one has not been available for a number of years - and the replacement works somewhat differently. Oddly enough, the replacement controller requires that you Remove the 2nd solenoid. Do you think if it was critical to cart operation, it would be removed once the controller was replaced? Most cart tech's have never worked on a Regen-1. The model was only offered for a period of about 18 mos.

Yes I found the manual okay. I have lots of testing to do. Keeping fingers crossed it's not the speed control.

Amen to that! Those Regen-1 controllers were/are complicated beasts. Club Car made that controller do too much "cart management" (eg. the timer circuit is used in place of tow/run switch). They found the most complicated way to eliminate a simple switch!

Yes, the end-to-end testing for continuity and various other measurements is pretty tedious, but is the only way to completely eliminate other potential causes. And the compatible/replacement Regen-1 controllers are fairly expensive and require some re-wiring. It is highly recommended that people with failed Regen-1 controllers strip out the wiring harness and replace it with the more common & flexible IQ harness and an IQ controller. That opens a world of options for them going forward. I assume the theft was not claimable on insurance; because if it was - I'd be skipping the drudgery and rebuild that cart into an IQ!
