It sounds like the OBC has only been half bypassed. The charge side has been but not the lock out. If it was completely bypassed the light wouldn't work at all. Your resting voltage sounds high to me. That charger may be bad.

If I were to install a battery indicator would I be able to monitor it without the obc working? Thanks

Yes, they just simply hook to the pack + and - . Make sure the OBC is completely bypassed and old light should not work at all. The meters that reads out the voltage are more accurate than the fuel gauge types.

Yes, but remember to contact your charger manufacturer to get a manual or operating specifics so you know what the maximum charging voltage (61v-63v or whatever) would be so you know exactly what it is doing....
