Charge at 12v 2a let them reach as high as 10v so long as they do not get more than warm to touch. 2 amps is the key factor at 12v

The reason I asked about the DPI earlier is because I thought the DPI was capable of charging a completely run down battery. I guess I was wrong or it has some limits.

From the manual .....

Pre-qualification. 7.1.2.
The duration of this stage is dependent on the condition of your
battery - approximately 45 seconds under average
circumstances, but if your 48V battery pack was allowed to
severely discharge to less than 42v (10.5v for every 12v
battery), then this stage can last as long as 5hrs.

One trick is to leave the 12v chargers running when you try the DPI. This will boost the voltage the charger sees. Then remove 12v charger as soon as DPI starts charging.
Also verify the LED is working on the charger and not a charger malfunction.

Ahh. So another potential headache. I haven't been leaving the dpi plugged in while I have the car chargers hooked up. I have been disconnecting each battery as i charge. But with that duration there is no way of knowing when the charger may come on
